1. Description of Specialty

Steve specializes in land use and environmental litigation. He has successfully represented clients in numerous cases involving the California Environmental Quality Act, the Planning and Zoning Law, and state and federal environmental protection statutes. Steve also has extensive experience counseling clients in environmental, land use and natural resources matters. He frequently is consulted by cities, counties and other public agencies on land use and CEQA compliance.

2. Author
  • Coauthor of the leading reference work on CEQA, Practice Under the California Environmental Quality Act, published by Continuing Education of the Bar. This treatise, which is updated annually, is relied on by practitioners, planners, environmental professionals and the courts as the leading authority on the interpretation and application of CEQA.

  • Coauthor of a handbook for practitioners on litigating decisions by local governments and administrative agencies, the Administrative Mandamus Action Guide, also published by Continuing Education of the Bar.

3. Lecturer

Steve frequently presents lectures and seminars to attorneys, environmental professionals, public agencies and industry groups on land use and environmental law sponsored by organizations such as the California Conference of Judges, the Association of Bay Area Governments, the Building Industry Association of California, Continuing Education of the Bar.

He also regularly teaches classes on CEQA compliance throughout the state to planners and environmental consultants for University of California extension.

4. Professional Activities

Active member of Bay Area Economic Forum task force on CEQA reform, sponsored by the Association of Bay Area Governments and the Bay Area Council.

Active member of the Environmental and Land Use sections of the State Bar.
