Mr. Burroughs
specializes in Federal and State permitting in the field of environment
and natural resources. Mr. Burroughs' practice includes all issues
pertaining to endangered species, wetlands, streams and rivers,
coastal development, California Environmental Quality Act and National
Environmental Policy Act, related land use and resource issues,
and environmental, health and safety audits and advice.
Mr. Burroughs
represents permit applicants in need of environmental permits issued
by any number of Federal, State and local agencies, including, but
not limited to, the U.S. Fish and Wildlife Service, the U.S. National
Marine Fisheries Services, the U.S. Army Corps of Engineers, the
U.S. Environmental Protection Agency, the California Department
of Fish and Game, the California State Lands Commission, the California
Coastal Commission, the various California Regional Water Quality
Control Boards, the San Francisco Bay Conservation and Development
Commission, and various County governments and regional councils.
Mr. Burroughs
also advises clients on adherence to environmental, health and safety
rules and regulations. This includes compliance with asbestos and
lead notification requirements, hazardous substances disclosure
and communication requirements, and underground storage tank regulations.
Past work includes
extensive involvement in two of the largest wetland fill projects
in southern California and the San Francisco Bay area, respectively.
Among other active clients, Mr. Burroughs is currently advising
a major telecommunications company on securing multiple permits
for multiple trans-Pacific and overland fiber optic cable installation
projects. He is also advising a major office building company on
environmental, health and safety issues for properties owned and/or
managed in California and elsewhere.

Prior to joining
Allen Matkins, Mr. Burroughs was a partner at the environmental
law firm of Beveridge & Diamond LLP.
He also worked
in State government, serving as the General Counsel for the California
State Resources Agency (1994 – 1996) and Chief Deputy Director of
the California Department of Forestry and Fire Protection (1996
– 1997). While in State government, Mr. Burroughs was directly involved
in developing strategic actions in response to the listing of several
federal and State endangered or threatened species and was responsible
for two major revisions to the California Environmental Quality
Act Guidelines.
During this
time, he also served as a Commissioner on the San Francisco Bay
Conservation and Development Commission, a Member of the Board of
the State Coastal Conservancy, and a Commissioner ex officio for
the California Coastal Commission.
Throughout,
Mr. Burroughs has written and lectured on environmental resource
law and regulation.
