Ms. Higgins
focuses on land use and litigation with an emphasis on planning,
zoning, and compliance with the California Environmental Quality
Act. Ms. Higgins has extensive experience in State superior and
appellate court proceedings, and has represented both commercial
and residential developers in project entitlement proceedings and
residential development approvals subject to the Subdivision Map
Act. She has also represented numerous public entities in eminent
domain, annexation, reorganization, validation and state mandate
proceedings.

her law degree, Ms. Higgins was a Senior Editor at the Galef Institute
in Los Angeles, and Editor at the Great Books Foundation in Chicago
after attending the Master's Program in English Language and Literature
