Cecily
Talbert is Chair of the firm's Real Estate Industry Group. Cecily
focuses her practice on land use and local government law. She regularly
assists landowners and developers in all aspects of land use processing,
including drafting, negotiating and obtaining the approval of development
agreements, general plan amendments, specific plans, tentative and
final subdivision maps, planned unit developments and rezoning ordinances.
Her
recent engagements include processing agency approvals necessary
for her clients' redevelopment of the Hamilton Army Airfield in
Novato, assisting a joint venture on its acquisition and entitlement
of a 160-acre mixed use residential community in the City of Santa
Clara, negotiating school fee mitigation agreements under SB 50,
processing a development agreement for the largest regional shopping
center in El Dorado County, obtaining project approvals for several
subdivisions in the San Francisco Bay Area, and advising a publicly
traded real estate investment trust on its planned participation
in a 250-acre retail and office development in Madera County.
